A 20,000 ton cargo ship is at anchor in a sheltered bay with a cargo net hanging over the side…?

The bottom of the net is two feet above the water. The wind is blowing directly into the bay inlet. The tide is coming in at a rate that causes the water level to rise at a rate of three feet per hour. How long will it take for the water to get to the bottom of the cargo net?
